Upgrading Nexus 7 to 4.3

I have problem upgrading Nexus 7 (rooted) with the OTA update.
I can upgrade it manually by following the Scenario 2 instructions from How To: Flash Your Nexus 4 To Android 4.3 JWR66V And Root It Right Now
Note: Nexus 7 wifi image does not contain the radio image.
Any previous modifications under /system will be lost, one needs to update again.
